Urgent: Ensuring long haul aviation pays for its pollution
The challenge
Extra-EEA flights emitted 1.1bn tonnes CO₂ outside of the EU’s emissions cap since 2012, equivalent to the emissions of Greece per year during that time. This resulted in €26bn in lost revenues that could have supported climate finance or the industry’s own decarbonisation goals.
Our strategy
- Put climate finance at the heart of EU Emissions Trading System (ETS) expansion.
- Shift the conversation on non-CO₂ aviation emissions.
- Ensure policymakers hear from industry voices that support stronger climate action.

Tackling data centre energy use
The challenge
Data centres are among the fastest-growing sources of energy demand globally. Without action they could use up all the available additional renewable energy and thereby delay the decarbonisation of other key sectors like transport.
Our strategy
- Utilise legal and economic tools to push the world’s largest tech companies to use renewable energy sources.
- Ensure that projected electricity usage of data centres is accounted for under carbon budgets in the UK and across the EU.
- Highlight any gaps between what the tech giants are paying in taxes and what they should be paying – ensuring that burden of building “additional” renewables falls on the biggest, most able-to-pay companies.

Transforming agriculture for climate justice
The challenge
Agriculture is a major driver of climate change and global inequality. In 2023, agrifood systems – including farming, land-use change, and the food supply chain – produced 32% of global greenhouse gas emissions. Industrial farming accelerates deforestation and biodiversity loss, while global supply chains often disadvantage the Global South. Climate shocks like droughts and floods threaten food security. Without systemic change, decarbonising agriculture could deepen these injustices instead of solving them.
Our strategy
- Assess financial flows which are currently flowing from the Global South to North to ensure adequate taxes are paid and highlight the need for climate justice in this sector.
- Support climate vulnerable countries in raising ambition at relevant international forums to ensure their views are heard.
- Launch bold legal challenges against those failing to act.

Legal challenge reviews of sectors where emissions are not yet reducing
The challenge
Opportunity Green’s team are recognised experts in sectoral strategic legal interventions, having conducted reviews in aviation, shipping, buildings, steel, and agriculture to identify impactful litigation opportunities in each sector. We are limited only by capacity.
Our strategy
- For each new sector we take on, we first conduct a mapping exercise, producing a matrix of all potential areas of action (e.g. human rights, corporate responsibility, tort law) and the full supply chain of that sector. This means we canunderstand where the best pressure points are and where the most impactful actions to accelerate towards climate justice exist.
- We are looking to do this for the following sectors: cement, chemicals, data centres, fashion, critical minerals.

Powering fair transitions with green hydrogen
The challenge
Decarbonising global aviation and shipping requires cleaner fuels. Green hydrogen and its derivatives are the best option, but scaling production raises critical questions about how to protect water resources, biodiversity, and local communities. Without strong standards and climate justice safeguards, this transition risks perpetuating inequities and environmental harm.
Our strategy
- Research and understand the global footprint of hydrogen and e-fuels to guide fair and sustainable use.
- Build a global coalition to ensure EU and UK policies support green hydrogen and derived fuels rather than incremental solutions that endanger biodiversity.
- Advocate for robust EU standards that protect the environment, human rights, and local economies.
- Partner with NGOs and industry leaders to make climate justice central to hydrogen supply chains.

Ensure biodiversity is not harmed in the rush to decarbonise
The challenge
Switching shipping and aviation from oil to biofuels sounds like progress. But most of today’s biofuels come from food and feed-crops. These have severe biodiversity impacts and lead to changes in land use that exacerbatefood security issues and land rights concerns for indigenous peoples. If biofuel use is scaled in shipping and aviation, these negative impacts will become more severe. In short, it risks reducing the resiliency of nature in the face of the climate crisis, when we need it most.
Our strategy
- Push for policies that consider biodiversity impacts when setting decarbonisation targets.
- The proposed Net Zero Framework for the shipping industry would reduce emissions from shipping but could quickly multiply the use of biofuels. We propose to ensure that the concerns of the UN’s Food and Agriculture Organization are highlighted in the International Maritime Organisation to ensure one does not destroy the work of the other.
- Explore alternative fuels beyond crop-based biofuels to reduce biodiversity risks.
- Partner with biodiversity experts and NGOs to strengthen credibility and advocacy reach.

Legal challenge to tackle human rights impacts of port pollution
The challenge
Air pollution in port cities is exceeding EU and WHO limits, harming public health and violating human rights. Current enforcement measures are inadequate, and commercial pressures – such as Arctic shipping routes – pose new environmental risks.
Our strategy
- Launch strategic legal complaints against weak air pollution enforcement.
- Enforce compliance with EU air quality standards for NOₓ emissions.
- Advocate internationally before UN human rights bodies and other multilateral forums.
