Sapphire Metcalf (she/her)

Policy Officer, Climate Diplomacy

With Opportunity Green since: September 2025

“Although I’ve only been at Opportunity Green for a short while, I’m incredibly proud to have contributed to the International Maritime Organization’s negotiations in October 2025. Representing OG with our climate diplomacy team, I collaborated closely with civil society partners to support climate-vulnerable states in advancing the Net-Zero Framework. While the negotiations were adjourned not as expected, being part of this high-stakes, global effort to push for climate ambition and justice was inspiring and has strengthened my commitment to driving equitable environmental action on the international stage.”

Specialist areas:

International climate negotiations, advancing climate justice, agriculture and climate diplomacy

About Sapphire:

As Opportunity Green’s Policy Officer, Sapphire helps shape international climate policy by combining technical expertise with diplomacy and stakeholder engagement. She researches and analyses complex policy areas, including shipping, aviation and agriculture, and develops policy briefs for climate-vulnerable countries alongside recommendations to influence decision making. She also builds and maintains relationships across governments and civil society to ensure our objectives for a just and equitable environmental transition are represented in global negotiations.

Before joining Opportunity Green, Sapphire worked for the United Nations Environment Programme in Nairobi, Kenya, supporting Member States to strengthen national policies and regional cooperation on air quality, with a particular focus on agricultural and waste emissions.

Throughout her career, Sapphire has focused on environmental justice, most notably in policy roles with Amnesty International and the World Food Programme. In these roles, she helped to achieve the establishment of the Loss and Damage Fund at COP27, and working with smallholder farmers and climate vulnerable states on climate-smart agriculture initiatives.

Sapphire holds an MSc in Environment and Development from the London School of Economics and Political Science, and a BA (Hons) in Political Science from Birkbeck, University of London. She is deeply committed to intersectional climate solutions that address inequitable societal structures, as well as holistic approaches to address interconnected environmental challenges.
