Access to information on climate change and human rights

To inform a thematic report in advance of the 79th session of the United Nations General Assembly, we responded to the Special Rapporteur on climate change’s call for inputs on access to information on climate change and human rights.

Our submission focuses on transparency and citizen access rights at the International Civil Aviation Organization (ICAO) and International Maritime Organisation (IMO) – two UN agencies which have so far failed to adapt to appropriately manage the reduction of emissions from international aviation and shipping respectively. The absence of effective access rights for citizens to the decision-making processes of the ICAO and IMO, and the resulting inability to hold the organisations to account, are both a cause and symptom of this failure.

In our submission, we identify shortcomings in the working practices of the IMO and ICAO regarding access to information on climate change. Our submission is based on the results of a study by Opportunity Green undertaken in December 2022.
